Delete duplicate copies of general meeting minutes

Whoops... #332 set up subfolders by year under general/ for the general team meeting minutes, but it looks like it copied the files rather than moving them. So the originals are still directly under general/ as well :)

@rnjudge I won't have a chance to revise this right now -- feel free to send a PR if you want, or I'll revise once I'm back at a computer and available later!

[Tracker] Minutes Open PRs - grouped by team/topic

A tracker issue for meeting minute open pull requests.

  • Below are lists of PRs grouped by team/topic and sorted by meeting date (most recent first).
  • This could be use by maintainers of each team/group as well to see open PRs sorted by meeting date, as GitHub sort can't exactly do that (it only sorts by PR open date).

Request for team labels in GitHub

As there are growing numbers of issues and PRs, having labels will help contributors organise and audience find relevant info easier.

When open PR for a meeting minute, the contributor may assign a label (if they have a permission), so it can be easily tracked.

Purposed GitHub labels, taken from existing team and topical group names:

Add the license file

This repo will be under CC BY 3.0 like SPDX. We just need to add the file. We're not going to do that while we're on this call, but we'll need to swing around and add it later.

Steering Committee minutes

As per our new governance, the SPDX Steering Committee will publish meeting minutes as a summary of topics discussed during its meetings. Will these be uploaded to this repository, or should I be watching another repository/website? Thanks! :)
