Do you guys have a preference of where these test points should live on the board? Right by the connector? Before/after the jumpers for RX/TX selection?

No real preference on location, but keeping them on the 0.05 grid makes it easier. It may be easiest to keep them near the connector, cause those PTH holes are accessible from the bottom side.
Because the jumpers are trace-closed, it doesn't matter whether they are before or after.
