As Solus team is re-evaluating future use of framework I would like to link to an Elementary OS Gala branch:
https://github.com/elementary/gala/tree/optimized-blur-vala

Donadigo has ported the new plasma blur effect to vala.

The code base of Gala and Budgie-Desktop is very similar so porting is very easy (almost works drop-in).

Sorry I do not have "ready for release" sourcecode. Only proof of concept and it is basically based on https://github.com/elementary/gala/tree/optimized-blur-vala. Please base your work on it.
