release is currently broken on develop due to SIY waypoint

I noticed a conflict on running release.sh for the SIY code. Truckee has the name as Montague R1. Montague DB has it as Siskiyou and both have the same "code" of SIY. Looks like the deduplicate script is thrown by the duplicate code. The waypoints are also slightly different.

I changed the name locally in the Truckee json file to be the same and the coordinates to be the same and that fixes the release problem. But I'm not sure which should be the source of truth and the larger issue is probably that the duplicates check needs a little work for this edge case.

name and code should be enclosed in double quotes per SeeYou CUP file format specification

Apparently, iGlide has a strict interpretation of the CUP file format and won't import files that don't double quote the name and code columns.

I figured this out when trying to upgrade my waypoint files for XCSoar and iGlide. XCSoar imported the latest CUP file without issue but iGlide would not import the same file. After comparing with another CUP file that was successfully imported and a careful reading of the file format specification I was able to import the latest CUP file after double quoting the name and code fields.

There are probably not many people using iGlide and I don't think air avionics even supports it any longer but there might be other applications that enforce strict compliance with the specification.

Rename Paramount: Wonderful

A friend is a Gulfstream pilot for Wonderful, said no problems landing gliders there. Very few flight ops. Probably still no aero tow.

Crows Landing

Visited on the ground. There are No Trespassing signs but folks are driving there to do car races every time I checked, so I consider it accessible. Airport is huge so should be no problem to find a spot to land, even on the ramp. Comment is still valid so no change needed.

Did not check the strip as I thought it was long gone but it is very visible on google earth. Will check next time I drive by.
