Fixing deprecated URL package usage

Right now, I'm using const URL = require('url').parse; as URL parser and I'm quite aware that this is deprecated right now.

So, gotta fix it at udpSend first line and getPeers first line.

Create tests

After running "npm run coverage", you can notice at coverage/lcov-report/index.html that almost all the files got no coverage on testing.

Readme definition

Right now, I understand that Readme is being used for dev notes. It shouldn't be happening. Readme is supposed to be project's home page, with a decent explanation of what's the project intentions and how to run it (at least).

We should move current readme notes to a new file as devnotes.md (for example) and create a decent new Readme.
