Implement the Chat Bot page's Control Panel according to the design.

Use refresh token to get a new access token after it expires otherwise user gets logged out every four hours.

1. Make sure user is logged in before allowed access
2. If session exists, check valid via twitch validation as well as local DB validation by checking the expiration date of the session. We have a local validation policy as well as twitch's. Local policy is about 15 minutes while twitch's policy is around 30 min it seems

either one may be expired. If either are expired, that policy must be revalidated if possible or logged out.
