@ezdac please fill in what needs to be done for setting up a keyperset for a OP stack deployment.

We want to have an easy way of running the OP stack with or without a keyper setup.

Currently, we misused the devnet deployment script to deploy our testnet and run everything including the keypers.

Goals

We want to have a set of tools to easily deploy a rollup, start the OP stack infrastructure for a given deployment and make it easy to stop, upgrade and restart services.
Furthermore, we want to be able to separately control keyper related services and OP stack related services.

Additionally, we want to maintain an easy way of running the whole stack locally on a private chain as an L1

•  separate keypers services from the current docker compose file in the optimism repo
• decide what will stay in the optimism repo and what will be outsourced to this repo
