Getter type properties won't show if their corresponding setters are set to `userVisible=false`

Description

The property-type blocks show inconsistent behavior on the use of the userVisible property. If, for example, the setter type property block's userVisible property is set to false, the getter type block won't be visible in the block drawer as well.

Let's take the below code as an example:

// Setter block for a property named Foo
@SimpleProperty(userVisible = false)
public void Foo(int i) {
  ...
}

// Getter block for the above property
@SimpleProperty(userVisible = true)
public int Foo() {
  ...
}

Excepted behavior

The above code should show the getter type property block in the block drawer and the setter type block should remain invisible.

Actual behavior

The code above sets both the getter and setter type property block invisible.
