Not working as expected on user-dashboard in EE 4.1.1.3

Seems like the dashlet is not working as expected when added to the user-dashboard.

Expected:
I would expect an Admin user to be able to configure the notice message, which 'regular users' then subsequently see (and are not able to modify)

Actual:
Notice set by the Admin has no effect on contents of other users' Notice dashlet. Dashlet stays empty (and notice text can be configured by regular users as well)

Observed this bug in EE 4.1.1.3 with multi-tenancy enabled and logged in as tenant user + admin.
