How to display a permanent advertisement/overlay to all clients?

I am trying to get a custom overlay working to display an image on my CS:GO server permanently at the bottom. (e.g. example attached from a random server I just saw this on - see bottom middle).

Just to clarify, will your plugin be able to do this? I have followed your instructions but I am not getting any response or output from your plugin. How can I test and debug this further?

I already verified that the test.vft and test.vmt files are getting downloaded when you connect to my server: C:\Program Files (x86)\Steam\steamapps\common\Counter-Strike Global Offensive\csgo\materials\overlays
