We currently seem to have a problem where we are not waiting for the
response to the HTML form, so the 500ms timer is timing out before we can
receive the result. We can make this more synchronous by setting up our own
host to respond to the form submission with a redirect to the next test.

Add escaped and not-escaped ASCII tests in the #fragment part.
Also add escaped and not-escaped non-ASCII tests in the #fragment.
The fragment is not sent in the HTTP request, so we must test these using
JavaScript interfaces. See issue 2.
