Comments in issue are not parsed and compared correctly, only the very first body issue is considered atm.

As for now issues are filtered only using creator-name but in some cases it is not enough, must be check title too.

Validation errors on different comments or issue are not compared.

I would like the issue opener to open an issue also when:

• file README is not present;
• file AUTHORS is not present;
• file LICENSE is not present.

This can be easily verified just by calling the APIs.
