• Update specs submodule to use initial sdarray spec (v0.1)

• Add graphviz Python package to Pipenv files

• Make a repository (e.g., sdarray-specs) for managing only specifications
• Move TOML files to the specs repository
• Refer them as a git submodule

• Add sel-by-coord class to select (slice) an array by coordinate values
• Add where function to return a sel-by-coord instance
• Update test scripts
