throw TypeError in situations when parsing is somehow impossible

strict option disable custom unregistered markers, test allow us prevent incorrect work of extension when strict will be active.

an opt and/or ini setting should be introduced to make it possible to change overrides order e.g.:
--timeouts-order='imo' whould mean ini > marker > opt

we have a timeout feature in our code that also uses ITIMER_REAL/SIGALRM. we wrote a test for this which conflicts with this package, even when we disable the timeout with pytestmark = [pytest.mark.execution_timeout(0)]

if a timeout is 0.0, skip setting the signal handlers

Describe the bug
There are few typos in README.md, section "Usage" -> "pytest.ini setting":

[pytest]
setup_timeout = 2.5
execution-timeout = 2.01
teardown-timeout = 0

There are dashes instead of underscores in execution-timeout and teardown-timeout.

Expected behavior

[pytest]
setup_timeout = 2.5
execution_timeout = 2.01
teardown_timeout = 0
