No rule to make target 'pschism' / BLD_STANDALONE about schism HOT 5 CLOSED

For the integration with UFS-coastal, the build system was changed to enable non-standalone SCHISM as part of a coupled system. You can re-establish the pschism target with

cmake [..] -DBLD_STANDALONE=ON

In my view @pvelissariou1 @uturuncoglu the default should be changed such that BLD_STANDALONE=ON is the default and UFS-Coastal (or other coupled systems) set BLD_STANDALONE=OFF

@platipodium As I know this is changed with recent update in the schism side. So the default is on at this point. @josephzhang8 if you don't mind could you confirm it? I might be wrong.

I added STAND*=ON inside SCHISM.local.build:

#Leave this on
set(BLD_STANDALONE ON CACHE BOOLEAN "SCHISM standalone")

If one does not use SCHISM.local.build, they'll have to remember to set the flag to be ON.
