Use docker to run k8snetlook

Create a docker container and add instructions to run using docker

Operator based trigger to run checks

Create an operator that waits on a new Check object being created that runs the tool and reports run summary as part of status for that object.

Why?
Simplifies running the tool multiple times for various different pods and checks.
Learn to write an operator? ;-)

Caveat
This still runs within K8s. Running a tool in a system that is used to debug the same system isn't really a great idea!

Support for containerd

The job fails to run in a containerd only environment because it fails to mount the docker socket.

Support IPv6 stack
