Do icons need to be square dimensions? If not, you could fix the icon issue by making the images horizontal rectangles, placing the first-level icon on the left side, and placing the second-level icon on the right side.

Another possible solution would be to use relative positioning to shift the second-level icon to the right, if that is valid in Anki.

Not sure if these were intentional or not, but there are a couple issues related to text size. First, the tabs at the top become much larger on hover, which is a bit disorienting. Second, because the deck names bold on hover, the width of the decks table expands on hover over the longest deck name, shifting all of the content around.
