Current implementation assumes that the application of a rule would result at least one state transition, which is incorrect.
There can be multiple transitions even applying just one rule.
For example,
a(b), a(c).
a(X) :- d(X).
can be both
d(b), a(c)
or
a(b), d(c)
(I omitted the rule for the simplicity).
