logging dependencies should not be using :latest

Currently our logging pipeline uses images hosted on quay, almost all of which currently use the :latest tag. This is not ideal - it would be great to pin down a version for each that we know works.
The way we deal with tags being pushed up with Jenkins I realize is almost moot because we are moving to Gitlab, but for now we need to lock down something. To clarify - the works needs to be done in each individual chart repo, but I filed the issue here so we are aware that it will need to occur in all places being used by this logging system.

port chart-logging to gitlab

  • Follow instructions to create and edit.gitlab-ci.yml from template
  • also create build/build.sh and build/test.sh according to instructions
  • make build.sh and test.sh executable
  • move Chart.yaml.in into build/
  • create secret variable in gitlab
  • add pipeline status badge to README
  • Remove the Jenkinsfile in the current repo.
  • When PR has merged, make sure that new image is being created on quay. Afterwards, please head back to the umbrella ticket and check off the chart-logging
