Found this exception in a Building Themes error report:

In any scenario where a map has had Unlock All used on it previously (even if it was used when Airport Roads wasn't enabled), the Airport Roads mod causes the Roundabout Builder mod's button to disappear. In some instances it also causes the Node Controller and Intersection Marking Tools' buttons to disappear.

if you want any tweaks let me know :)

The description page never said anything about having vanilla airports, so I got confused with why my custom airport wasn't working. I figured it out later while I was looking at the description of an airport asset.
I think you should add that to the description, or just make our lives easier by just making planes spawn anyways.
