New fraud patterns are exploiting a gap in our OVD rules. These orders use matching billing and shipping addresses and contain products a hair below the $2500 high-value threshold ($2492-2499). Once shipped, these parcels are rerouted to the intended (fraudulent) destination by the fraudster. Standard phone verification with the customer would have protected us in all cases.

Fix: Reduce the threshold of "Total Over $2500" to $2490, allowing us to catch these orders for verification.

Recommended: Change the name of this rule to "High Dollar Value" instead of "Over $2500", as this set-point is intended to be fluid.
