b1b1744 disabled several checks in ovn.at.

Re-enable these checks by either making the DDlog allocators compatible with the C ones or by changing the checks to check for correctness conditions (e.g., allocations must be unique and stable) rather than for the exact values.

It appears that when DDlog takes too long to process an OVSDN updates, it starts missing new updates.

The initial DDlog implementation of northd logic is done, but there are many small todo's left

• Write warning messages to OVN log instead of stderr
• Done, but so far without rate limiting
• Report allocation failures as warnings.
• Take care of FIXME's in the code. These are usually questions that require clarification by OVN developers.
• Identify fields writable by both northd and ovn-controller and figure out the correct algorithm for maintaining them (e.g., dynamic addresses).
• Eliminate Rust warnings

DDlog must obtain initial NB and SB database contents.
