This ticket will probably take some more forethought and design than its prerequisite, services (#27).
- How much parameter support should live in rcl and how much should be implemented in
rclc?- My suspicion is that parameter storage should primarily happen at the client library layer.
- How to implement parameter nodes vs non-parameter nodes?
- In rclcpp, all nodes are parameter nodes. A more modular design is desirable.
