question and answer page performance due to iterative queries

As a user, I want the question and answer pages to load faster so that I don't have to wait.

The question and answer pages generate a very large number of queries (currently takes 5 seconds to load for my dataset of 1800 questions) Modify the code so that fewer queries are run. Consider using the Django Debug Toolbar to see which queries are being generated.

add import command to import questions/answers

As a user,
I want an import command to import new questions and answers in a given format (e.g., a plain text file with delimiters for questions, answers, and tags),
so that I can easily create questions and answers in a text file and import them.
