Hello, i can see in this method that if the first byte to be written has bit A on, a new byte is added (to avoid the negative value)

Thing is, for an OperationCode in org.restcomm.protocols.ss7.tcapAnsi.api.asn.comp, i need to write a National TCAP OC, which value is 0x8101 meaning

byte 1 bit A: 1 = Require Reply
byte 1 bit H: 1 = Family: Parameter
byte 2 bit H: 1 = Specifier: Provide Value

So the resulting for this Operation Code should be 0xd0028101 meaning
d0 = national tcap
02 = len
81 01

But the resulting encoding is
0xd003008101

which is not correct and breaks the message.

Could you please explain why this behavior, meaning why adding a new byte if bit A of resulting second byte is 1?
