Configure the controller with the correct model / viewmodel, and build a list view that shows a list of assets in system map.

This will include Id, Name of Asset Type, Manufacturer and array of Job Plans

Create User Admin interface to set permissions for each module.
Permissions to include:
Create/Add/Edit, List, Use, Update status for each module. May expand if necissary
