Cannot install packages

Getting errors when trying to install the requirements.txt

 Error compiling Cython file:

      src/gevent/_gevent_cgreenlet.pxd:182:6: Variables cannot be declared with 'cpdef'. Use 'cdef' instead.
      Compiling src/gevent/greenlet.py because it changed.

Updating gevent to gevent==21.8.0 removes this error but then there is a tensorflow error

ERROR: Could not find a version that satisfies the requirement tensorflow==2.5.0 (from versions: none)
ERROR: No matching distribution found for tensorflow==2.5.0
