Can't install on ARM

I'm not a big Ruby user but I'm running Puppet and I found I was missing a feature provided by this library.

When I try to install it I get:

Building native extensions.  This could take a while...
ERROR:  Error installing libshadow:
	ERROR: Failed to build gem native extension.

    current directory: /var/lib/gems/2.4.0/gems/libshadow-1.0.1/ext/shadow
/usr/bin/ruby2.4 -r ./siteconf20180113-541-gwz7k0.rb extconf.rb
mkmf.rb can't find header files for ruby at /usr/lib/ruby/include/ruby.h

extconf failed, exit code 1

Gem files will remain installed in /var/lib/gems/2.4.0/gems/libshadow-1.0.1 for inspection.
Results logged to /var/lib/gems/2.4.0/extensions/arm-linux/2.4.0/libshadow-1.0.1/gem_make.out
