The hirakegoma from r4ai

Initial loading of the theme tab in the settings window is slow.

problem

Access to backend and loading ThemeStore is heavy work.
Maybe it is affected by that useEffect() functions has been executed twice due to React Strict Mode.

Solution

Reduce the number of times to access ThemeStore.
Change the timing to load ThemeStore.
