Converting QWD to MVD hangs indefinitely

I've attached a demo that hangs indefinitely when trying to convert to MVD.
The file size is also growing excessively while it hangs.
Tested with the windows-x64 and linux-amd64 builds.

Add meson build environment

Just like the other projects, we need cross compilation with meson

Move the shared files of mvdsv into a new repo, and use it as submodule

The files:

bothdefs.h
bothtools.c
bothtoolsa.s
protocol.h (keep in mind this is also used by ezquake!)
quakeasm.h

gwdtools cannot parse recent demos

Reported by Paradoks.

Error message:
Incompatible demo version:
No signon datagram!

Corrupt merge of mvds

Steps:

convert pov1.qwd to pov1.mvd
convert pov2.qwd to pov2.mvd
merge pov1.mvd and pov2.mvd into combined.mvd

While the output is playable - very cool stuff! - and looks mostly correct, it seems like the flag carrier status is not correctly cleared leading to cases where flag is in the base position, while also on the back of an attacking enemy etc. I can provide source demos and merged demos if needed.
