Failure to remove bots about lindholm HOT 2 OPEN

• Could have to do with the map having just restarted, since I've only observed it happening at the beginning of a map. There is significant delay before bots are removed though. Maybe doing some trivial action first would help?
• Shouldn't have to do with the internal bot counter erroneously thinking there aren't bots, because start of game bot removal runs even when the bot counter is 0.
• At least some of the time it fails to even try (doesn't right click any slots).
• Deltin lib has other bot detection options. Maybe there's a slower safer function.

This is coming up fairly often. It can screw with team scramble, and can effectively lock players out of the game (no empty slots).
