Avoid use of `:=` for selector definitions

The current representation of CSS looks like this:

selector := Css(
  property = typedValue,
  foo = bar
)

I think it would look slightly better as,

on(selector)(
  property = typedValue,
  foo = bar
)

Use `Length`s from Quantitative

We should represent each different unit as a different dimension, since we don't (usually) have dynamic conversion rates.

Provide support for media queries

Media queries require some relatively complex syntax to specify a variety of filters on a subset of rules. These have not yet been implemented.

Consider using a structural type for CSS attributes

CSS attributes are currently provided through a large number of contextual instances, which are resolved using a macro. But a better solution may be to define every attribute as a field of a structural type. The structural type would never be instantiated; it would just serve as a reference for the macro to determine valid attribute names, and their types.
