Also it may be a good idea to make incr.tar optional: if we anyway will make full.tar, then on production it makes sense to create incr.tar under exclusive lock first, and then repack it into full.tar without exclusive lock, but on developer's system it's better to create backups as fast as possible while exclusive lock time is not important.

Probably a bad idea - that temporary directory won't contain files excluded from archive, which means they'll be deleted when unpacking such repacked incremental archive.
