It make sense if the dock is not in auto hide mode, probably for esthetic,

It is also practical, because cosmic-comp does not draw anything but the maximized window when one exists, so any gaps would appear strange. I can see how a panel that is set to autohide might not need to change though.

I'm not sure what you mean. You're suggesting that the "expand to edges" be disabled automatically in cosmic-settings when "autohide" is enabled?

No. On my system at least, when floating mode is active, the dock will automatically expand to edges when a windows is maximized. It make sense if the dock is not in auto hide mode, probably for esthetic, but when the dock is in autohide, I don't think it should expand to edges
