The error does sound familiar, but for me it works, on OSX 10.10.3. Which version are you using?
I just tried it. Where you get an error above, I just get a warning. You have a different gcc version. I have this:
$ which gcc
/usr/bin/gcc
$ gcc -v
Configured with: --prefix=/Applications/Xcode.app/Contents/Developer/usr --with-gxx-include-dir=/usr/include/c++/4.2.1
Apple LLVM version 6.1.0 (clang-602.0.49) (based on LLVM 3.6.0svn)
Target: x86_64-apple-darwin14.3.0
Thread model: posix
Maybe you need to reinstall the X Code developer tools?
Maybe watchdog has an issue tracker somewhere where this is mentioned.
I also tried a pip install and that worked fine as well. It is a bit more verbose. I'll print the relevant part in case it gives you a hint:
Running setup.py install for watchdog

You are right. At home, where I'm running OSx 10.7.x and gcc 4.2.1 I don't have any problem.
At work I'm still using OSX 10.6 (don't know gcc version now). I'll try to upgrade gcc on monday through macports, meanwhile: I think this issue is only affecting "ancient" OS.

Just for future reference: I have gcc 4.2.1 at work also:
$ gcc -v
