Create a react app with the following:

1. A button with a plus icon.
2. A button with a minus icon.
3. A counter that goes up when the plus icon is clicked and down when the minus icon is clicked.
4. If the counter value is above 10, make the counter value red.
5. Do not allow the counter to go below 0.
6. Add multiple counters to the page.
7. Add a title prop for each counter which displays the counter title.
8. Add buttons that add and remove counters.
