Xdebug 3 is not enabled if env variable XDEBUG_ENABLE is in CAPS true

I launched the containers using:

docker-compose up -d

And wtih the following environmental variable:

APP_UID=1000
APP_GID=1000

# XDEBUG Config

XDEBUG_IDE_KEY=PHPSTORM
XDEBUG_PORT=9003
XDEBUG_ENABLE=true
XDEBUG_DBGP=TRUE

But once I get console access via command:

docker exec -ti -u www-data php_app /bin/bash

And then run:

cat ${PHP_CONF_DIR}/docker-php-ext-xdebug.ini

I see that the setting xdebug.mode = off is set as off:

zend_extension=xdebug
[xdebug]
xdebug.max_nesting_level = 1000
xdebug.log = /var/log/xdebug/xdebug.log
xdebug.discover_client_host=false
xdebug.start_with_request = trigger
xdebug.client_host=172.18.0.1
xdebug.client_port=9003
xdebug.mode = off
xdebug.idekey="PHPSTORM"
