Would you be interested in turning this into a proper Node.js package, possibly even with TypeScript support? This would make it easier to integrate the code into other codebases. For instance, instead of manually copy-pasting the source code files, one could do:

npm install codec-string

Then:

import { decode } from 'codec-string';

decode("…");

The source code and files would mostly stay as they are; they'd just be packaged quite differently. I can provide a (somewhat large) PR for that, but it'd also be a bit of a maintenance burden for you in the long term.
I could also provide my own NPM package based on your code if that's easier for you.

Nice collection of scripts! Could you please publish a license for the repository?
