I don't think this belongs here. This is not an issue with the behavioral model because it should not require any changes in the bmsim library. I believe this can be implemented entirely in the target code. Let me know if you think this is wrong.

We probably need to modify https://github.com/barefootnetworks/behavioral-model/blob/master/targets/simple_switch/simple_switch.cpp or equivalent to add support for rate limiting. Also, not sure if you already have support for queueing metadata.

Maybe this is what you meant by target code (I thought we called it switch model), but right now it seems like the switch model code is part of this repository.

Yes that's what I meant by target code. My goal is to have the simple_switch target moved to its own repository when we open-source.
But since I don't plan on moving it right away, you are right, you do need to work in this repo :/
Expect many changes to this file in the up-coming days, as I integrate with switch.p4

Please be ready to adjust to Antonin's changes. Let us get this right so
that INT and other applications that come later have a clean implementation.
