I don't feel that being having a single person be the "owner" of the project would help it develop.
I would rather have it transferred to an organization.

For setting up a ready-made github repo that has all the bells and whistles and string renaming done.
Also going in the direction of EDE but mostly focused on streamlining distribution and some development.
The document needs a section about community: where to seek help when stuck during Elisp development.
