Initial investigations looks like the following variable needs to be added:
add Environment="KUBELET_EXTRA_ARGS=--fail-swap-on=false" to kubelet startup
from terraform-kubernetes-installer.

Worker/ Master kubelet.service files need the following update:
--feature-gates=ExperimentalCriticalPodAnnotation=true \
- --fail-swap-on=false
--v=2
Unfortunately, this flag is not supported in any version prior to 1.8
