Custom Serializers are not invoked when working with LocalSessionProvider and LocalCache - hence its not possible to test serialization & de-serialization locally

1. Add details for concurrent access to the Cache i.e. document its behavior in case of concurrent access by multiple threads
2. Add specific guidelines if at all there are scenarios where access might not be thread safe
