I found the error was come from my code... Sorry for that.

My error was come from when using the grid sampler and defining the eps range using numpy.logspace.

When np.logspace(1e-4, 1e-1, 10), the values was [1.00023029, 1.02612437, 1.05268879, 1.07994093, 1.10789857, 1.13657997, 1.16600389, 1.19618954, 1.22715664, 1.25892541].

This was the reason why sampled value was out of my defined range....

I didn't know this result, and jumped to the conclusion that optuna was wrong.
