Text versions of the FB guidelines have some, but not complete, indication of structure in nested lists. I have not looked at other guidelines yet.

The HTML does not differentiate between levels; that's done in CSS, unfortunately. But the source markdown already differentiates between levels; there is an extra newline before the first item of the sub-lists above ('local context' and 'targeting individual(s)'. It might be possible to use this information to format the markdown to nest the sub-clauses.
