Understanding (and fixing ?) Managed users about decidim HOT 2 CLOSED

Thanks for opening this issue.
Do you confirm a managed user should be able to register to a meeting? Would be nice for Angers.
Let's find a solution; it would be great to have it running next Thursday!

Cf. answer from Codegram on Gitter about the two buttons "send" and "create":

I think this is a bug in decidim that has always been there, but only manifested on the dummy authorization handler since decidim#2438 (which added a partial for it).
If the handler uses a custom partial, the new managed user template should defer the rendering of the button to the template

So if we code a customize authorization handler with no "send" button on it, this bug should be fixed. But i'm not sure it's the right way to fix it, as the button should stay in the partial and not in the managed user template
