Workflow

Click plugin --> Open Dialog -> Insert Name, Select XSD Version -> Click Create -> Dispatch Event

SCL Document

Add an SCL Element with namespace, version, revision and release
Add a Header Element inside the SCL element with id = name provided in the textfield

After the document is created, dispatch the OpenEvent (from OpenSCD-core)
