Suggestion:
As a user of the oscd-action-icon, I would like to see that the tooltip is optional.
In some cases only the label would suffice.

Suggestion:
As a user of the oscd-action-icon, I would like to see that the icon size can be changed.
For now it's set on 64px*64px. A suggestion would be to have a size attribute.
For example: type Size = 'small' | 'medium' | 'large' | undefined. by default it's medium.

Release please action is failing with setting the username and email. This could be due to checkout version.

As a plugin author and maintainer of already existing plugins, I need to have open-scds action-icon available through npm.

Requirements:

• move action-icon to oscd-action-icon repo
• change tag name to oscd-action-icon
• add screenshot tests
• add storybook
• publish on @openscd/oscd-action-icon
• export component class in addition to the web-component
