I'll work on the county-level data from the 2016 presidential primary. I'm going to be largely offline next week, so apologies in advance for the slow turnaround.

1998/19980526__id__primary__county.csv is missing column headers. I suspect that they should be

county,office,district,party,candidate,votes

However, the district column has some inconsistent formatting. Some values are 1A and 1B

while others are LEG. DIST. 2A and LEG. DIST. 2B

There are even some values that appear to be times (4:00 AM)

Hi, Derek! I'm taking a crack at the 2016 general election data at the county level. I'd like to do more, but I wanted to try this one and have it reviewed to make sure it's what you need before I try to scale it to do more. I'll do a PR as soon as it's ready.
