I will add a file exists check, if not, would you prefer that the continue reading not be shown or show the most recently read file that the file exists?

Maybe show once message (instead of continue reading banner) that file not exist (with name and page) so user could see where he stopped last time and after that don't show continue reading or message. Or you could left message until user create new continue reading record or manually close message.
