Template for NX-OS devices fails with vlan interfaces

The jinja template does not support a default value for ansible_facts.net_interfaces[interface].state. As a result the ansible run fails when the device has vlans defined, since vlan interfaces have no 'state'.

An example with an Nexus 3048 Chassis with 9.3(3) installed:

"Vlan339": {                                                                                                                                                                                       
      "ipv4": {
